I think its a combination of both views. Some individuals are born with inherent traits that helps them to be strong leaders adding abilities to inspire others/stakeholders, have confidence in work they perform, proven intelligence. All these qualities help them in problem solving and to focus on goal, provide strategic guidance to the team. Whereas some leaders are made for which certain skills are developed via training, experience, education which can be improved over time taking feedback from others.
